Historically belts were only worn as a decorative adornment rather than for practical reasons and associated with the military. In more modern times, when trouser waists fell to a lower line in the 1920's, belts became more popular and today are as important for cinching the waist in on trousers and jeans as they are to complete an outfit. Tradition dictates that the belt should match the shoes to pull an outfit together and as a general rule this is something to be adhered to.
